Somalia’s federal system is relatively young and faces challenges. The Hiil Institute shall research and propose best practices for federalism based on successful models from other countries with similar contexts. The organisation shall support capacity building for regional governments in areas like financial management, service delivery, and legislative drafting. It shall also facilitate dialogue and cooperation between federal and regional authorities to ensure a unified approach to national challenges.
As a strategic approach, Hiil Institute shall conduct research to identify key policy areas for advocacy efforts related to good governance and sustainable development. It should also support the growth and strengthening of civil society organizations (CSOs) by providing training and resources and create platforms for dialogue between CSOs and government officials to ensure citizen concerns are heard and addressed. It shall engage in media outreach and public education to raise awareness about priority policy issues and develop public awareness campaigns to educate citizens about their rights and responsibilities in a democracy.
Corruption is a complex issue with deep roots. The Hiil Institute shall support the development and implementation of anti-corruption legislation and enforcement mechanisms. It shall also promote transparency by advocating for open government initiatives, such as public access to information laws. The organisation shall empower citizens to report corruption through awareness campaigns and whistleblower protection measures.
